On September 12, 1978, a development plan for South-South International Technical Cooperation was signed in Buenos Aires Representatives of 138 developing countries of the world took part in the signing of the document The term “South-South” was not chosen by chance and denotes high-tech and resource exchange between the countries of the global South, which includes Africa, Latin America and Asia Thanks to the signed program, the transition economies of such countries have the opportunity to accelerate development and growth The day marked by the signing of such an important document for developing countries was first celebrated on December 19 This date was set by UN General Assembly resolution 58/220 According to the new UN resolution 66/550 of December 22, 2011, it was decided to celebrate the United Nations Day for South-South Cooperation on September 12 According to the signed Argentine agreement, the main problems of African, Latin American and Asian countries, the solution of which requires international efforts, are: • changes in climatic conditions and environmental factors; • food security; global poverty; • migration growth; • fight against AIDS, HIV The primary responsibility for implementing the South-South cooperation plan rests with developing countries And international assistance should not turn it into North-South cooperation Traditionally, on September 12, conferences, seminars, and exhibitions dedicated to the problems of Africa, Asia and Latin America are held in many countries around the world The State Oil Fund of Azerbaijan was awarded a special UN South-South Prize for assistance and rational proposals within the framework of the program in 2007 for initiatives in the field of mining In 2014, the President of Tajikistan received it for his valuable contribution to solving water supply problems Examples of international interaction within the framework of the South-South cooperation program Diverse and multifactorial South-South cooperation affects all spheres of people’s lives, from political and cultural to economic and technical: Today, trilateral cooperation in the program is most often practiced, which includes donor states, as well as various funds and organizations It is implemented through financial investments, training, introduction of technologies and management mechanisms An example of such collaboration is the rapid response and assistance in containing and combating COVID-19 between the UN Focal Point for the Promotion and Facilitation of South-South Cooperation and the India-UN Partnership Fund Another example is a project to improve the qualifications of doctors in Vietnam, which was implemented with the support of the UN and the India, Brazil and South Africa Foundation An organization such as the Islamic Development Bank is also providing assistance in the fight against the pandemic in African and Asian countries Russia actively promotes the development of countries whose economies are in transition Shares practical knowledge in the field of natural resource extraction, trains specialists, and makes a great contribution to the development of the medical component and the nuclear energy sector in such countries 50% of the global economic growth comes from the countries of the South A 25% share of exports and imports in world trade is made up of goods from the countries of the South Global investments owe a third of their volume to these countries
